Background of the Shakarparian Cultural Complex

The CDA initially launched the Shakarparian Cultural Complex in 2004. At the time, it was considered a significant step toward promoting art and culture in the capital. However, work paused in 2009 after only 28% of the construction was completed. Despite an investment of Rs420 million out of a projected Rs1.1 billion, the facility was left incomplete. Unfortunately, this leaving reduced it unusable for over a decade.

Details of the Revival Plan

In a recent meeting chaired by CDA Chairman Muhammad Ali Randhawa, the board approved the recovery. As a result, the updated plan focuses on creating a modern cultural hub that will host events and exhibitions. More importantly, the facility will provide a space for both national and international cultural representation. In addition, it will include a state-of-the-art auditorium, making it a key venue for art performances.

Operationalizing the Arts and Crafts Village

Alongside the revival, CDA has prioritized making the Arts and Crafts Village fully functional. This decision will not only offer artists and performers a permanent space to display their talents but also create opportunities for the public to experience traditional art forms firsthand. Moreover, the move is expected to boost tourism and promote local expertise.

Ensuring Transparency and Stakeholder Input

To ensure transparency, the CDA Board has introduced new measures aimed at promoting accountability. One such measure involves mandatory third-party validation for payments under rate running contracts. Furthermore, the board has announced plans to consult stakeholders before revising charges related to property subdivision and incorporation. Therefore, these consultations will guarantee fairness and inclusivity.

Future Implications

Once completed, the Shakarparian Cultural Complex and Arts and Crafts Village will significantly strengthen Islamabad’s reputation as a cultural hub. Moreover, these developments highlight the CDA’s commitment to preserving legacy while development modern artistic expressions. Consequently, they will provide a platform for local artists, encouraging cultural exchange and innovation.
