Immediate Actions to Ensure Compliance
The Chairman directed officials to issue immediate notices to developers violating approved layout plans. He also ordered faster surveys of private housing societies. To improve monitoring, the CDA will use advanced tools such as satellite imagery and Google-based systems, allowing quicker detection of illegal constructions.
Officials highlighted that reforms were already underway. Randhawa, however, stressed that enforcement must become more difficult. He insisted on timely action to ensure developers fulfill their obligations, especially regarding basic infrastructure.
Focus on Residents’ Welfare
Randhawa pointed out that residents often suffer due to poor facilities in non-compliant housing schemes. He instructed private societies to guarantee uninterrupted access to water, electricity, and sanitation. He clearly stated, “Developers must prioritize the welfare of their residents.”
Randhawa further underlined the need for societies to promptly surrender amenity plots to the CDA. This move will protect public resources and help the CDA plan better for Islamabad’s future.

Public Awareness Campaigns to Prevent Fraud
To safeguard citizens from fraud, Randhawa ordered officials to publish a list of illegal housing societies on the CDA’s official website. He also suggested launching awareness initiatives through social media, newspapers, and television to inform potential buyers about unapproved societies. These steps aim to reduce cases of property fraud and promote transparency.
Building a Trustworthy Real Estate Sector
This initiative aims to create a safer environment for investors and residents. By ensuring stricter oversight and improving transparency, the CDA hopes to boost investor confidence. A more organized real estate sector will benefit both developers and Islamabad’s growing population.
Conclusion
With tighter controls, greater transparency, and public awareness campaigns, the CDA is taking significant steps to regulate private housing societies in Islamabad. These measures will not only protect residents but also raise sustainable urban growth.
